SIPADE-LANGTAN: Web-Based Village Public Service System to Enhance Administrative Efficiency and Civil Registration in Balapulang Wetan

Village administration in Indonesia faces considerable operational challenges resulting from manual paper-based record keeping and fragmented certificate issuance workflows. In Balapulang Wetan Village, conventional administrative operations often lead to redundant citizen records, prolonged turnaround times, and vulnerabilities associated with physical paper archives. This research presents the design and implementation of SIPADE-LANGTAN (Sistem Pelayanan Desa Balapulang Wetan), an integrated web-based village public service system engineered to digitalize and streamline village-level civil administration. The system is developed following the classic Waterfall Software Development Life Cycle (SDLC) model, encompassing requirement elicitation, object-oriented modeling with Unified Modeling Language (UML), and relational database modeling through Entity Relationship and Logical Record Structure techniques. The application is built using the CodeIgniter PHP framework with a MySQL relational database. The core functionality enables authenticated online requests for standard administrative documents, including Certificates of Low-Income Status (SKTM), Birth Certificates, Death Certificates, and Domicile Certificates, while equipping village officers with automated verification, numbering, and digital archival capabilities. Comprehensive functional validation was conducted through Black-Box testing across all operational modules, achieving a 100% test case pass rate with zero defect occurrences. The implementation of SIPADE-LANGTAN demonstrates marked improvements in service delivery speed, record precision, and data accessibility, thereby establishing a scalable model for rural e-government transformation.
